95. Pingnan County Chinese Medicine Hospital Overall Relocation Project

Description:The project is located at Tourism Eco-City of the eastern area and the land for construction is about 48 mu, including the outpatient building, ward building, medical technology building, staff and patients canteen, disease treatment center, rural appropriate technology promotion center, staff dormitory and activity center, landscaping, parking and other facilities. After completion of the project, the hospital will have 260 beds.

Reasons and conditions:Pingnan County Chinese Medicine Hospital is the only Chinese Medicine Hospital of the county, the hospital’s functional space layout is unreasonable, and the existing conditions cannot meet the demand.

Preliminary work:The project headquarters for the overall relocation of the County’s Chinese Medicine Hospital has been set up and the overall planning of the project, the monomer plane effects and the feasibility report of the project are now in progress.

投资项目内容、投资建设规模及投资项目选址:项目区位于福安西南部，取水口位于穆阳溪电站渠道，输水线路由西北向南布置，经穆云乡、康厝乡、溪潭镇、甘棠镇、下白石镇，终点为下白石镇的白招村。建设引水线路干线平面总长43.851km，其中，隧洞长40.206km，管线长3.645km。溪北洋支线隧洞平面长6.057km，霞浦支线隧洞平面长2.83km。最高日2030年设计总引水流量7.07m3/s。

投资项目建设理由和条件:项目所在区域水资源紧缺。2007年福建省委省政府明确将该区域作为福建省重点开发区域，拟在10-15年内建设海峡西岸先进的临港工业基地和新兴海湾型城市，缓解该区域缺水问题是十分必要的。

96. First Phase Muyang River Diversion Project of Fu'an City

Description:The project is located at southwestern part of Fu'an, the water intake is located at the channel of Muyang River Hydro-power Station, the water transmission line is arranged from northwest to the south, and passing by Muyun Town, Kangcuo Town, Xitan Town, Gantang Town and Xiabaishi Town, the end is Baizhao Village of Xiabaishi Town. The total length of the constructed water diversion line plane route is 43.851km, wherein the tunnel length is 40.206km; pipe line length is 3.645km. The tunnel plane length of Xibeiyang branch is 6.057km, the tunnel plane length of Xiapu Branch is 2.83km. The highest daily total water flow of 2030 is designed at 7.07 m3/s.

Reasons and conditions:The water resource of the project area is in shortage. The Fujian Provincial Committee and Provincial Government have clearly set up that area as a key development area of Fujian Province in 2007. It is planned to construct this region as advanced near-harbor industry base and the newly emerged harbor city in the west side of the strait in the next 10 -15 years, so it is necessary to ease water shortages in this region.

Preliminary work:The project feasibility report has been reviewed by the Water Resources Department of the Province, and all the pre-special reports are now being prepared.

Total investment:The estimated total project investment is RMB 530 million yuan, of which construction investment is RMB 460 million yuan.

Analysis of economic benefits:The project investment profit rate is 7.54%, and the investment payback period is 14.55 years.

Description:The total planned length of the project is 5315 meters, with a span of 800 meters and an area of 3.23 square kilometers. It is planned to build twelve 50,000-ton deep-water berths, 2 work-boat berths, 2 passenger berths and 2 small tourist berths. The project is located in Quanzhou Taiwanese Investment Zone.

Reasons and conditions:The Quanzhou Bay Harbor is the central port area of Quanzhou City, and Tuxiu Operation Area is an important part of Quanzhou Bay Harbor. In these years, Quanzhou has created continuous higher records of foreign trade volume and container throughput in terms of shipbuilding, steel, textiles and clothing, sporting goods, modern equipments and agricultural products, thus improvement of the port construction is imperative.

98. Quanzhou Economic and Technological Development Zone Guanqiao Park Water Recycling Plant Project

Description:The project covers an area of about 67.8 mu, which is planned for construction of sewage treatment facilities, sewage pipe network and plant area greening. After completion of the project, the plant can process up to 30,000 tons of waste water daily, wherein after completion of Phase I, the daily processing capacity can be up to 10,000 tons of waste water. The project is located in the southeastern part of the park, and at the downstream of Xiayang Creek.

Reasons and conditions:With the steady development of the park’s construction and rapid development of foreign investment, the number of enterprises settled in the park is continuously increasing. Meanwhile, the population has been gradually growing, and the industrial waste water and domestic sewage emissions have been gradually increased. In order to avoid pollution to the park, damaging the ecological environment and groundwater resources of the surrounding villages caused by the direct discharge of untreated sewage, the construction of the project has a certain necessity and urgency.

The project company will be responsible for the Shanghang Jiaoyang to Chengguan Highway’s investment, toll management, highway maintenance, roadblocks cleaning up, management and maintenance of the mechanical and electrical systems and traffic facilities, comprehensive development and operation of the non-core assets such as advertising, operations of building materials, machinery and equipment, nursery landscaping and cargo transportation.

Preliminary work:It has been completed and opened to traffic. The total investment was RMB 2.5 billion yuan.
