二、项目建设背景和条件  承载2100年历史，繁昌县正进入全新的发展时期。尤其是近年来，繁昌县委、县政府本着“科学发展、和谐发展、率先发展”的思路和理念，着力于城乡统筹协调发展，着力于产业升级集约发展，县域经济社会各项事业跨越到一个崭新的平台。在此背景下，集生态、旅游、文化、户外影视拍摄为一体的古潭绿洲生态观光农业示范园的建设规划水到渠成。

三、项目前景和效益分析  项目以打造“芜湖第一园”为目标，旨在进一步优化提升繁昌农业产业结构，完善充实繁昌旅游产业布局，通过影视作品推广繁昌，提升繁昌文华产业品味，在推进城乡统筹、农民增收和城市知名度推广等方面将作出有益探索，具有显著的现实意义和长远的战略意义。

四、项目投资估算  古潭绿洲生态、观光现代农业示范园计划总投资10亿元人民币，项目总占地面积约3200亩（包括水库），其中250亩为出让用地；其余2950亩（包括水库）为租用地，租期40年。

五、项目建设内容和规模  1、苗木花卉产业科普实践、观赏区占地约2000亩，以苗木培育种植作为主导产业，着力于推进苗木种植经营规模化、产业化、观赏化，以此优化当地农业产业结构，同时满足县城新总体规划的要求。2、古潭绿洲旅游景区占地1000亩，包括迎宾广场、假山跌水、古潭公社特色餐饮、野趣垂钓、桥映荷塘、湿地公园、休闲沙滩、香林花雨-桂花园、桃林尽染-桃花园、樱花烂漫-樱花园、梅海寻幽-梅园、竹径通幽-竹海、开心农场体验区、芳草园花卉种植区、凤鸣谷、乔家老宅、虎喷泉、野外拓展活动基地、烧烤基地等景点，是一个集观光、参与、互动为主体的休闲度假场所。3、建设浙江长城影视的野外拍摄基地，利用本项目独特的地理环境和项目打造的碧海蓝天、青山绿水、鸟语花香的优美环境，提升繁昌县的知名度和繁昌文化产业品位。
